CCAD Informal Settlements
When a Texas property taxpayer first protests their taxes, they must file an informal appeal. Even if they are targeting something bigger or more formal, these early protests get the ball rolling. The Collin Central Appraisal District (CCAD) is forced to respond, hopefully granting a settlement due to unfair appraisal or other issues. In many cases, this first settlement is enough to both justify the protest and satisfy the taxpayer. If neither of these are true, then the next step is an appraisal board hearing.
The county saw 46,351 informal resolutions in 2024, slightly down from 2023 and the third highest in the past decade. 34,293 single homeowners led the charge, making up 73.99% of all protests settled. A respectable 12,058 commercial and related properties rounded out the number. The number of formal appeals also climbed in this timeframe, showing that new taxpayers are protesting, not simply settling for early protest resolutions.

CCAD Informal Hearing Reductions
With the mammoth valuations handed out to Collin County properties, every little bit of a tax break helps. Informal protests brought much-needed relief to many taxpayers in 2024. A combined 32,376 protestors received a reduction in their valuations at this stage, the most since 2019 and the second highest in the past decade. 26,077 homeowners saw their taxes reduced, while 6,299 other property owners achieved the same. For these taxpayers, the settlements offered by CCAD were enough to stop their further appeals.

Percent of Informal Hearings w/ a Reduction
Across Texas, every appraisal district can be different in their reactions to informal appeals. The only predictable thing about these appeals in Texas is that they are unpredictable. An average of 74.38% of all Texas informal appeals end in a reduction, while in Collin County, the number is around 69.85%. Up from 61.85% in 2023, 2024 was the highest winning percentage seen in the county since 2018.
After a few down years, residential property made something of a comeback in 2024, notching its best year since 2018. 76.04% of early protests for single family homes resulted in a reduction in 2024, whereas 2023 saw only 68.23% achieve the same. The inverse has been true with commercial properties, which fell from 57.85% in 2023 to 52.24% in 2024. Still, when all were put together, it demonstrated an improving trend.

CCAD Dollar Value Reduction from Informal Process
The heyday for informal reductions for Collin County was 2019, where $5.89 billion in appraised value was cut for taxpayers. Things have only declined since then, resulting in 2024 seeing only $2.33 billion reduced. This translates into even lower actual payouts for residents. 2024 was the highest since 2021, so perhaps the proverbial worm has turned for this type of appeals.
The steady decline of informal appeal reductions and the meteoric rise in formal appeals in Collin County certainly tells a tale through statistics. CCAD is being tight-fisted when it comes to giving up any inflated tax bills or valuations, while taxpayers are more dedicated than ever to see a reduction. As property values continue to climb, so must the will of the taxpayer to protect their property.
