CCAD Judicial Appeals of ARB Hearing

Extremely unjust property taxes require an extreme response, and the most leverage a taxpayer can use is a judicial appeal. The most common type of post-administrative appeal, these cases are lawsuits deployed against the Collin Central Appraisal District (CCAD). This is the final option left on the table after a hard fight, but lawsuits are very useful tools if you have the right team.

CCAD Judicial Appeals Filed by Property Type

There was a record 912 judicial appeals filed in 2024, improving from 792 in 2023. This number is not surprising in Collin County, as CCAD has pushed taxpayers to the breaking point with high taxes and valuations. As informal and formal appeals are not as effective as in other counties, taxpayers just bring out the big guns. 523 lawsuits were for Commercial properties, which is typical for this type of post-administrative dispute. Multi family homes tripled their lawsuits between 2022 and 2023 and were firmly in second place with 269 suits in 2024. 50 residential properties made it up this final phase, the most yet seen in the county.

Texas property owners should protest annually since An annual appeal minimizes property taxes, sometimes well below market value.

CCAD Value Involved in Judicial Appeals

Though they are dwarfed by other property tax protests, the 2024 Collin County judicial appeals show the importance of process. $31.09 billion in property value was disputed in 2024, a staggering amount for only 912 cases. This type of legal action is reserved for high-dollar properties for a reason, and Collin County certainly showed why. The presence of 50 family homes demonstrates the surging property values in the county.

Coinciding with the rising number of cases, multi family housing outstripped commercial property for value in lawsuits. Multi family homes were valued at $15.82 billion, compared to $14.01 billion for commercial properties. This is the second year in a row that commercial properties have been dethroned as the most valuable protest in Collin County. It is a testament to the blazing housing market that apartment buildings and related properties were able to garner so much value. In most urban environments, apartments are the most valuable business property type.
